Govt to release arrears to its employees on phase wise
YOMCHA/KAMBA, July 19: A sigh of relief for the government employees as the State government plans to release the remaining 30 months arrears on phase wise manner. This was revealed by the chief minister Dorjee Khandu while addressing the people at Yomcha and Kamba in West Siang district today.
Khandu, however clarified that due to pressing financial liabilities, it would not
be possible for the state government to release the 30 months arrears at a time.
So it has been decided to release the arrears on phase wise manner. In the first
phase we would release 15-
“My government has always honoured the genuine demand of our employees and therefore it emerged as the only state in the entire Northeast region to implement the 6th Central Pay Commission despite severe financial constraint” Khandu said. He informed that as promised to its employees, the state government had decided to release the remaining 30 months arrears.
The chief minister visited Yomcha and Kamba to formally inaugurate two administrative headquarters recently upgraded to ADC Hq.
The Chief Minister while underscoring the benefit of administration coming to the doorsteps of the common masses said “with these two ADC headquarters the people of the area will be mostly benefited. They needn’t have to go to the district headquarter for getting ST certificates, Income Certificates etc. with spending huge money. Besides, infrastructural development and job avenues would automatically generate and the region would pace up with all round development, he emphatically said.
While he advocated for harnessing the rich hydro power potential of the state, he believed that the development of hydro power lone can make the state self reliant and self sufficient in all respects.
Reiterating his stand over the preservation of wild life, Khandu cautioned the people that Arunachal Pradesh which is known for its varied and endangered species of wild life would remain only in books if the hunting practice is not stopped. He appealed to preserve the wild life as it is closely related to the human beings.
Khandu assured to address the grievances of the people of Yomcha and Kamba while responding to their several points memorandum submitted to him.
Home Minister Jarbom Gamlin, also the local MLA of the area, termed the day as a red letter day for the people of Yomcha and Kamba. He lauded the dynamic leadership of Dorjee Khandu for bringing a tangible and rapid development of the state.
Former Minister Lijum Ronya also spoke on the occasion. Among others, MLAs Gadam Ete, Tapang Taloh and Dibang Tatak, West Siang DC Amjad Tak and SP H Laling were present on the occasion. (PRO to CM)

GBC/CEC CoSAAP Hq. Aalo, thanked the Chief Minister for the assuring to release remaining 30 months arrear to the State Govt. employees latest by Aug 15.
It’s Chairman Geli Kamki, and Secretary General Dr. Linya Lollen met Chief Minister Dorjee Khandu and Home Minister Jarbom Gamlin at Kamba today and submitted a memorandum and the resolutions of the GBC meeting held at Ziro on July 11.
Further, he assured to invite GBC/ CEC CoSAAP HQ, Aalo, Arunachal Pradesh within a few days to find out amicable solutions to the ongoing demands of the State Government Employees for full implementation of 6th CPC’s recommendations.
PRIs calls for complete devolution, terms Govt notification eyewash
ITANAGAR, July 19: Arunachal Pradesh Panchayati Raj Coordination Committee demanded complete devolution of Functions, functionaries and finance empowerment to the PR within twenty days.
The notification issued in October 2008 is urgently required to be rectified in favour of PRIs for proper implementation of developmental programme in the state, it said.
It said the notification of the state government for devolution is a “total eye wash and baseless”.
The demands came up at the Zilla Parishad Chairpersons and Zilla Parishad Members Convention which was held at Banquet Hall, Itanagar on July 17.
The devolution of financial powers has not been reflected in the notification.
As per the guidelines of the central government, the state government is not providing actual powers and function to the PRIs as enshrined in the 73rd constitutional amendment of the country.
Govt notification issued 2008 has lots of draw backs and ambiguities, hence its should be rectified immediately before the general assembly election, it further added.
The centrally sponsored schemes and project like NREGA, SSA, NRHM, PMGSY, Hariyali, BRGF, RGGVY, SNP and other state oriented programmes will be implemented through consultation and direction of PRIs which is decentralized as per the guidelines, but are centralized with the influences and interferences by the state government and these has to be properly notified by the state government before issue of election notification, the leaders further said.
The central government are awarding aids and grants for rural development in the name of SPA, SCA but PRI members are debarred from the schemes, therefore it urged the state government to include/intimate the PRI members in the entire scheme before the commencement of Assembly Election 2009.
It also demands for 30% budgetary allocation from the total state plan fund to PRI bodies, immediate notification of protocol to the PRIs members while adding that all matters related to implementation of programmes and policies of DRDAs should be routed through concerned Zilla Parishad Chairpersons, and notification should be issued immediately in this regard.
Meanwhile, in the meeting, the Arunachal Pradesh Panchayat Raj Coordination Committee has been reconstituted with Sepi Bagang as Chairman, Jarsa Gamlin and Okom Tamuk as Vice Chairman West and East respectively, Nabam Aka as member secretary, HR Talo and Namo Lingi as Secretary West and East respectively. It also selected District coordinators of all district of the state.
Girls outshine boys among toppers
ITANAGAR, July 19: In keeping with its motto to encourage the school and college going students among the Galo community, the Class X and XII toppers were today felicitated at a glittering function by the Galo Welfare Society (GWS).
The student toppers who received the honours include Miss Nyabi Bagra of VKV, Jirdin (92.2%), Miss Jaryir Gibi of R K Sarada Mission, Khonsa (89.4%) and Miss Lipi Kato of VKV, Jirdin (88.6%) for Class X 2009 board exams.
The toppers for Class XII (Science) include Pepu Jini of VKV, Itanagar (92%), Jummy Taba of RKM, Narottam Nagar (89.4%) and Keknu Buchi of Govt HS, Ita (85.4%).
The Class XII (Hum/Arts) toppers were Miss Kirter Nyicyor of VKV, Itanagar (81%), Miss Yajum Doke of Govt HS, Aalo (76.2%), Miss Karngam Nyori of Govt HS, Basar (75.4%).
All the awardees received citation and cash award for boosting their morale and encouragement in future.
The PCM, PCB top ten achievers of Arunachal Pradesh JEE alongwith 2008 APCS qualifiers belonging to Galo community were also felicitated on the occasion.
The GWS president Huzar Lollen, APPSC secretary, congratulating the toppers on their achievement hoped that they would keep up the same spirit in future. He further explained that the GWS would strive to encourage young talents in different age groups for excelling in their academic pursuit, adding that they were the future of state and the country as a whole.
The secretary general of GWS, T Basar, SE, PHE, hoped that the felicitation of the toppers would motivate them further besides acting as an encouragement to others to emulate the same feat. (DPNN)
Association demands fresh NIT
ITANAGAR, July 19: All Arunachal Contractors Welfare Association (AACWA) has demanded immediate cancellation of NIT against construction of AG office building at Itanagar.
The Association alleged that a group of unidentified miscreant confined the local contractors of Arunachal Pradesh who submitted tender paper at EE office CPWD Tezpur on July 17 last.
“Gun man snatched the tender paper away, EMD and warned not to participate in the tender process other wise to face dire consequence”, the Association president Nabam Tagam stated in a press release here today.
It demanded the CPWD authority to issue NIT paper and submission provision at state capital Itanagar to avoid untoward incident in future.
Alleging non transparency in the tender process and mal practice by contractors, the Association called for fresh NIT.
ITBP health camp
ITANAGAR, July 19: A two days medical camp was organized by ITBP for the families of the ITBP and villagers of Ganga village, Itanagar.
The camp was held at Composite Hospital, Khating Hill, Itanagar.
Lab investigations for families were done including HIV testing for those who volunteered.

PRIs hail govt officer
ITANAGAR, July 19: Panchayat leaders of 8th Upper Koloriang CD Block have congratulated Tarak Kama, Supply Inspector Food and Civil Services for his efforts to streamline Public distribution system in the area. The leaders said that during his tour of villages in the areas 172 AAY and 550 bogus rations cards were detected.
A board constituted with the approval of the DC conducted surprise checks at Fair Price Shop and found 6 of the shops were defunct. The board has recommended suspension of monthly sub allocation of essential commodities.
The Panchayat leaders appreciated the initiative of the officer and called on the govt to recognize the contribution of the officer.
The leaders further requested Deputy Commissioner to maintain monthly sub allocation of PDS items on the basis of performances by Fair Price Shops village level PDS Vigilance Committee.
It further appealed the government officials to work for the poor people of the area and overall development of the Kurung Kumey district.

Workshop on earthquake resistance technology gets underway

ROING, Jul 19: The Creative Health Association (CHA) in collaboration with the UNDP, Govt of India is conducting a series of block level earthquake resistance programme in Lower Dibang Valley district from July 18 last.
The trainings which aim at awareness on complete safety measures include ‘training cum workshop for masons on earthquake resistance, training for the members of DM at each block.
During training cum workshop for the Masons on earthquake resistance technology at Anchal Samity Hall yesterday, the chief guest EAC (HQ) Mirpe Tato called upon the NGOs to play a bigger role in imparting technical knowledge to the villagers on how to get prepared themselves and take safety measures during the time of disaster.
Joffy, a Geologist of NHPC explained in details about the cause, intensity, location of the earthquake as resource person. PWD AE Hibu Tade elaborated the design of the earthquake resistance SPT, RCC buildings and utilization of quality materials.
M K Dabriel EE WRD explained the structural design of the concrete building with the latest technology. He also emphasized the optimum utilization of earthquake resistance technology to avoid the magnitude of damages during earthquake.
Dr. Ista Pulu SMO briefed about the first aids and sanitation especially during the natural disaster. He suggested some fundamental tips to be remembered during fire accident, snake bite, bone factures etc.
Phukan Mickro IIT Kharakpur also deliberated in detail about the earthquake resistance technology.
Overall hundred masons both from the Govt departments and private agencies took part in the training cum workshop programme.
BJP to expose “Congress misrule”
ITANAGAR, Jul 19: The Bharatiya Janata Party, Kurung Kumey District Unit meeting was held yesterday in which Mandal Presidents, District Committee Members and senior leaders attended.
Meeting reviewed the organizational and current political situation of the District and discussed measures for strengthening the party and successful organization of the Mandal Chalo Abhiyan in the district.
The meeting minutely assessed the current political situations in the district besides discussions on the potential party candidates from the four Assembly Constituencies in the district and decided to defeat Corruption, Bribery, Criminalization of politics, Scams under the long time Congress rule in the state. The party would work to expose these truths before the people and let people decide, it added.
The Party District unit expressed its satisfaction at the party’s position with the party in a position to field official candidates in four Assembly Constituencies of the district.
General Secretary, State BJP Tai Tagak, while addressing the district party unit party functionaries said that despite huge developmental funds being pumped into the state for various projects, the benefits hardly percolates down to the people.

ITANAGAR: All Papum Pare District Students Union has called on the authorities to strictly check before enrolling on the electoral lists. It said that non tribal communities from outside Assam and illegal migrants from Bangladesh are trying to get their names on the list with enrollment by the political parties.
